I caught that later after looking at it again.
I did a quick google search for "POLICIE" and almost all of the first few pages are a .cz domain. That is the CZECH REPUBLIC. The A could indicates it would be from Praha where the AKJ is used for motorcycle plates.
Look about 3/4 ways down the page.
