FWIW in va. you can apply for an abandoned title if the vehicle has been on your property for 90 days and you notify PO by registered letter to come and get the vehicle or you will keep it. then take reciept for letter to DMV and get title.

Title Service Worked for me

I went through that company www.its-titles.com last year to get a title for my 1983 xs650 that I bought without a title.
I live in Missouri and the only way I could get a title for the bike would be to take a day off work to trailer it 100 miles to the capital and get it inspected by the sheriff. I opted for the $125 service and I had a title within 2 weeks. I give it a thumbs up.
