I know of a fellow ST1100 owner who now lives in WVA..he has a 1991 ST1100 that when he lived in MD was "totaled" in an accident...all the damage is cosmetic but it was written off by the ins. co. at any rate he has all the cosmetics to replace everything yet the WVA DMV will not recognize a salvage title for it...so my question is...could someone who lives in another state that does not require a title on a bike of this age...could someone "buy" this bike rebuild it register it...then "sell" it back to the owner in WVA...and at that point would you think WVA would accept it? Kinda complicated but the owner of this ST1100 is ready to part it out because he has reached a total dead end with WVA DMV...

Here's some info that your friend might be able use to get a reconstructed title:
http://www.dmv.org/wv-west-virginia/...d-vehicles.php1980 XS1100G "Dolly G" Full Dresser (with a coat of many colors )
1979 XS1100SF (stock-euro mods planned)
1984 XV700L Virago (to be hot-modded)
1983 XJ750MK Midnight Maxim (semi-restored DD)
1977 XS650D ( patiently awaiting resto)
Sometimes it takes a whole tank of gas before you can think straight.

Ahh . . . missed that it was titled in MD.
Wouldn't he be able to contact MD DMV and get some help ?
Isn't it the DMV's job to figure this out or a good $ friendly notary public ?1980 XS1100G "Dolly G" Full Dresser (with a coat of many colors )

Make sure it's a 'salvage' title and not some other sort; some states issue 'parts only' titles (or some such description) and those can never be registered for street use. I don't think even processing it through another state would clear it the way that states exchange data these days.
I ran into this a few years ago (also a Maryland title IIRC) and was told that only one state (Georgia?) would retitle it, but that still wouldn't clear it for other states.Fast, Cheap, Reliable... Pick any two
