There were storms all over South East Queensland that day. This one just decided to dump its load of water when it reached the escarpment that Toowoomba is situated. The water that flooded through Towoomba that's been seen in all the video footage actually ran away to the west, as the city climbs steadily west -east till it reaches the steep dropoff to the Brisbane valley below. The floods that tore through Murphy's Creek, Helidon and the rest of the towns in that area copped the water that ran back down the range. There's no way of predicting a freak storm like that.
All the rest of the flooding disasters have come in the normal manner of high water coming after continuous heavy rains, which has led to there being plenty of warning beforehand.
The really scary part is that now all dams in the area are filled to maximum capacity, and are frantically trying to safely purge the excess to give some form of regulatory power over the water catchments seeing the official wet season is yet to start.
