The parade is organised by a local porn king, financed by American porn kings, to promote the "Erotica Lifestyle Expo" in Auckland (a week of "trade" shows etc) and most of the girls in it are imported from the states. The flags and shorts etc are kinda like the sponsors endorsements. The bazooka on the tank was on telly doing an interview a couple of days ago.
