It definately just looks like a beginners hack-job to me. Maybe it's the "Ugliest P.O.S. you have ever seen that looks weathered and neglected" theme he was going for?? Plus, with the cheap pod filters, it's not only going to LOOK like crap, it will run that way too above 5k RPM.
But apparently somebody thinks it's cool. It has 4 bids so far. I'd give about $50 max on it just for what parts are left. With all the gauges and stuff gone, by the looks of the butcher job on the bike, what shape do you think the wiring will be in? Probably fancily twist-tied the wires and tried to tuck them somewhere where they won't ground out on the frame.
