In the case of torque specifications, specifically for head bolts, are the specs for situations where the bolt and nut are dry or for lubricated with something like anti seize?

I used a thread lube / sealer made for this purpose. Auto shops and auto machine shops sell it. It is more important that the threads be clean. If you have a tap and die set run the correct size die down the threads to clean them real nice. Then apply the thread sealant and do the torquing.
