Need help with 1100 virago derestriction

Okay all you technical heads out there my mates got a problem with his 1100 Virago. It's a 1991 US model and is restricted so that the engine won't rev properly past 4000revs he's been inside the carb's and the exhaust and hasn't found anything restrictive in there and we've heard that 1100 Virago's are restricted electrically and if he cut's the right wire on the ignitor unit (black box) that'll work the only problem is which wire to cut so if any of you can help it would be most appreciated. There is a Virago owners group on "the net". I have accessed it before for a friend of mine. Sorry, I can't remember the addy though. I believe it is a ".com " thing. If not, perhaps I found it in Yahoo Groups.
