Trade 16" for 17"

So I am trying to fix what the previous owner had screwed up beyond belief. I Ordered a rear wheel and it came today, and it was a 16". I am having trouble mounting it. So I am thinking a 17" would be easier, in the event I have all the 17" brackets. I dont know for sure since when i got the bike it had an 18 that doesnt even belong on it. According to the VIN, it isn't a Special, so from what I've read, it should be a 17"
