      I believe it could Mike...GA is one of those states that will allow bikes from other states without a title...just ask Jeff H abt that ...
      Pretty sure states like Maine and NH dont require a title either...I know of folks living in NJ that have their 1930's custom street rod licensed and registered with Maine plates ...etc...
      If it helps get a bill of sale notarised with all parties signing...

        Mike,
        Check with the DMV, but I can assure you that you may own and register that bike in the State of Georgia with no title. It's old enough. The local sheriff's deputy will come and inspect the VIN and run it to make sure it isn't stolen or whatever it is they check for. With the form he fills out for you (I think you get the form at the DMV), you go by a tag and pay your tax. It's helpful to have a Bill of Sale if not required.

        All that being said, I believe Georgia will not issue you a title. You may have to jump through a lot of hoops for that. Many states will title it if you sell it out of state. Some will not, including Pennsylvania. It has been just a few years since I did this, but I don't believe it has changed, other than how you pay the tax. I have a few no title cars and bikes. 1986 and newer must have a title.

        From the GA DMV site:
        Buying Without a Title or Registration
        Titles are not required in Georgia for vehicles 1985 or older, but you will need to provide the Bill of Sale when you register the car in your name, so be sure to take it with you to your local Tax Commissioner's Office. If the car is newer than 1985, a titled is required.

        If the registration is missing, you'll need to go to your local Tax Commissioner's Office after contacting law enforcement to inspect the vehicle and the VIN. With this documentation and your Bill of Sale, you'll be able to register the car in your name.

            I don't know about NH but in Maine anything older than 1996 doesn't need a title.
