              IMHO a title should be as easy to get as buying something online. A state gets revenue from a title and/or tag. No title from a state is no income for the state. Now we all know how greedy states are. So, what's the problem?

                  I think it comes down to liability at some point. State does not want to give a title to someone who stole a bike, and beat the system.
