Are the special or standard tanks?
The special tanks are pretty easy to "break into", just use a small screw driver from the front of the tank to lift the latch mechinism.
Standard tanks are harder - I've not seen a method for popping them open without the key. You should be able to have a locksmith make you new keys for the tanks.
If you've got another 11, you might try the keys from that, I know on one of mine it seems any yamaha key will work, because the lock mechanism is so worn.
I just had a new key made for my ignition switch, took the switch in to the local lock shop and dropped it off, came back 3 hours latter and they had made me 2 keys, cost was 25 bucks, a lot cheaper then a new switch...1979 xs1100 Special -
