    You need a GOOD locksmith.lol
I have gotten several keys for different XS's at a local locksmith.
    $20 each.
Try a different locksmith. The number(four digit) on the lock is the code they need.

Some dealers can make them as well

I took the whole ignition switch to my dealer and they made me a key for $18 using the code on the bottom. I strongly suggest taking the ignition switch with you (not just the code) to be sure the new key actually fits before you pay for it. They had to make the key twice for me because the first one didn't work.

            Why remove it?

The dealers Ive dealt with only need the 4 digit key code (some might require proof of ownership like title or registration but on a 30 yr old bike I doubt it)

I didn't remove anything. Just gave code and $5 for the key. Did this on 2 different bikes no problem.

            Call around and ask.

If you look at the metal ring on top of the ignition switch there is a 4 digit key code. If the same key fits your gas cap, worse comes to worse, pull your entire gas cap and take it with you. Its a heck of alot easier to remove than the ignition switch.
