  • Bike peaks out @around 5000 RPM, but starts and idles fine

I recently bought a 1981 Eleven Special. It starts right up and idles smoothly, but when I accellerate throttle response is not what it should be and RPMs peak at around 5000. I have had two other 1100s and know how fast they are, but this one seems to peak out just when it ought to be coming on. I have twice pulled the carbs and they look immaculate.(plus it starts and idles perfectly). I have changed plugs, air filter etc. with no change. 1981 Eleven Specials have no timing ajustments available. Thus, I was wondering if the ignition control box was specific to that year only and could be limiting the advance? The vacuum advance is functioning normally. Just after buying it the control box failed and I used one I had, but it was not part # specific to the one I removed. Could that limit the advance potential and cause the peaking I am experiencing?
