having problems cant solve

ok guys first cleaned carbs the last owner said he did but i went thew them again jet were wrong had all 110 mains so i put the 120"s back in the 2 and 3 carb and the floats were set at 18mm when the book says 23 so i set the to 23 and now i get no fuel 18 to rich 23 to lean does any one thing i should spit it and do about 20mm on the float or am i wrong oh yo i have a 80 special
